I've read the link but am confused about it, it sounds like this will not effect puppymills? Someone help me out here.

OK, The federal stuff was getting confusing, so I went to www.ddal.org (http://www.ddal.org) for information.
The USDA is proposing that puppymills be exempt from the Animal Welfare Act regulations http://dachsie.org/ubb/smilies/angryfire.gif because they are defined as stores.
All letters must be received by Feb 2.
This is just unreal, can you imagine the mill conditions if this passes?
