Penny's Aunt

I am in the running for a job managing a non-profit organization that helps pay for dog & cat neuters, vaccs, worming, blood tests, etc, & finding home for homeless animals.
Their policy right now (NOT engraved in stone) is that they do not deal with foster care. Their main concern is that people will take on foster animals, keep them for their own pets, & charge the foundation for their upkeep.
With some people, this could be a concern, but I'm also sure that most rescue orgs have something in their by-laws, etc, that puts some kind of limit on this.
Any info? Any ideas?
Please contact me at my personal e-mail address, as I don't get over here too much any more, & there's no need to clog the boards here with my questions.
Thanks, Sue
