Well,

Baxter and Bailey are only 13 and 11 weeks old, so obviously the housebreaking is not happening yet. I'm working on taking them out at the obvious times, and treating with praise each time they go outside, while ignoring them if I find an accident inside. Many times, I see them begin to pee (they're not sniffing first, just suddenly squat and pee), and will startle them and take them outside. When I do this, they won't finish peeing outside. Whatever they did inside is all we get. Then, we come back inside after a while, and they are fine for a bit. Then, it's squat and pee again. It seems to make no difference if I found them right after they finished, or if I get them mid-pee. We get a while, and then it's time to pee again. They are able to go all night long (9-10 hours actually), and while crated during the day, can go 4 hours or so. But while they are active, they seem to go every 20 minutes sometimes, every 2 hours other times.

I'm working on just praising and treating outside, ignoring inside. I know that they are extremely young, and that this will take much time. I'm OK with that. I just wonder if there is something else to be doing to make this easier for them. They seem not to have advance notice of needing to pee. Is this accurate, or are they putting one over on me?
