I have a mini(who is 6 months old tomorrow). Housebreaking was quite the progress for us. My boyfriend and I tried and tried and tried she just wouldn't go outside and finally got a "litterbox". Well, Penny seemed to like this idea. She would use the litterbox, but also have accidents. Two weeks ago, the accidents stopped. YEAH!!!! We still can't get her to go potty outside, but I'm not worried---as long as she's using the litterbox. The funny thing is though--when she's in the litterbox, sometimes her back end is sticking out while she's going(it's really funny) Should we just skip the going outside part? She wants nothing to do with this.

Personally, I would never do the litter box thing since we are outside people. We love to camp, bike, run etc.
Also we live in a house with a big yard etc. We have two kids who are always going outside to friends, to ride their bikes and so on. It's easy for us just to take Charlie outside, although he's NOT completely trained yet at 14 1/2 weeks.
The choice I believe is yours. There is no right or wrong way. Just your way that fits with your life style. However, if you DO want your dog to go outside I would skip the litter box altogether.

We used newspapers inside the house for our last dachshund, and are training our current two with puppy pads (will convert to newspaper). Works great for us because we are not always home at the same times of day to let them out (and we have a pool, so they couldn't be out unsupervised).
My first cocker spaniel was trained for both... she would ask to go out if you were home, but would use a newspaper if not. I don't know how we got her to do that (luck?).
I think the litter box should work well for Penny if she prefers it and you don't mind cleaning it. Only problem is if you travel, you may have to take a litter box with you.
